    This is an awesome deck, its got a basic strategy that works...

    Strategy
    Donphan uses Earthquake multiple times, attach Double colorless to zekrom, (and a few lightning for emergencies) to give maximum outrage power. Houndoom is there to counter other Donphan's and Gengar Primes. Weakness for gengar, 90+ damage with one energy for Donphan (-20). When Donphan does lots of damage to the bench, Reuniclus transfers all damage to Zekrom to give more power for outrage.

    Interesting Donphan variant you have there. Frankly, I don't think trying to make it into a Zekrom-centric deck would work all that well with the Earthquake damage Donphan deals to your bench, since Shaymin and Pachirisu taking all that Earthquake damage gives your opponent easy prizes, when you would be better off just using Outrage for KOs when you lose a Donphan and you don't have another one ready. Which brings me to another issue with your deck: You have a bunch of low HP support Pokemon you're trying to fill your bench with. They get damaged by the attack that is the biggest reason Donphan is hailed as so good in the first place: Earthquake, which does 60 damage for one energy, plus some collateral bench damage.
     
    There's some nice thought going into this deck, but there are some things I would definitely recommend.

    If you're going to keep it as is:
    1. Lose the rainbow energies. There's no particular need for them in this deck. you would do better just replacing them with fighting to speed up Donphan or electric to increase the chance of bulking up zekrom for a quick 120 attack. I recommend the former.
    2. Cut back on the Houndoom, or cut it entirely and replace it with some Zoroark. It's a much better dark pokemon and generally the best dark and tech counter pokemon in the game right now. If you do, cut back on the special dark, as you won't need them as much as DCE's with Zoroark.
    3. Marowak is okay, but you could probably do a whole lot better. You could profit more from Cincinno's "Do the Wave" for a guaranteed 100 rather than possible 60-120 on a coin flip. With as low hp as Marowak has, I'd say Cinccino's your better option.
    4. You might wanna consider some Junk arms. Circulator should be replaced with Pokemon Catcher ASAP, I would advocate Pokemon communication over great ball, you probably want to run at least 2-3 Pokemon Collectors, 1-2 more PETM's, and probably even a max potion or 2 since Donphan can heal up, attach 1 energy and continue attacking.

    That's my friendly suggestion.
