EVs are still relevant, though. We can't provide a full detailed rate without them.

Anyway, Ice Punch >> Aqua Tail on Azumarill. EDIT: Focus Punch is for hitting things on the switch.

It focuses and punches on the same turn, so it will work unless your opponent uses an attacking move

Azumarill does get Superpower. I'd still use Focus Punch though.
