No he doesn't, he needs to EV train it. My level 40 EVed beat my brothers level 70 noob-raised
(When i say noob raised im using as a general term for anyone who doesn't know how to EV)

And we don't care about levels, we want the ev spread. Also, if you are using this competitivly, Palkia is banned along with Most, not all other legendaries.

Yeah. EV spreads and Items and such are a must. Can't really help much without those.
