3rd Gen National Dex help

I beat the Elite 4 and after the credits, I was at my house and Oak came up and looked at my pokedex, then walked away without me!!!! I normally would get the national mode with my rival, but this time I didn't!!

I released my starter early on, and I didn't catch many pokemon. Is there a set number of entries you must mave in the dex to get the national mode?

I think you must have caught at least 60~80 pokemon from the Kanto Dex to receive the National one.

You need 60 pokémon. If you go to talk to him, he will tell you, if he didn't tell you when he looked at your pokédex.
