3rd Gen national dex in LG

Ok so I've caught 80 different pokemon... where do i get the national dex now? Also, how can I see Bill to get to the Sevii Islands after beating the elite 4? I still haven't gone there yet and now I can't see him.

Go talk to Professor Oak in Pallet Town and he should give you the National Dex.

...after you have beaten the league, what you haven't done according to your first post. To see Bill, just go to One Island. Once again, if you don't have any ore ticket than the SS. Anne one, go to Cinnabar Island and talk to him in the PC.
