Once you've completed the Pokemon League, you should be able to get the National Dex.

Depends which game though.
Ruby/ Sapphire - Trade with FireRed and LeafGreen.
Emerald - Beat the league.
FireRed/ Leafgreen - Beat the league and have 50 pokemon caught in your pokedex.

60 for Fire Red and Leaf Green. Not 50, 50 gets you EXP share.

You need to have caught 60 pokemon and defeated the E4. Prof Oak should greet and and tell you that if you have caught at least 60 pokemon, he will give you the national dex.
