    Though the avatar may be within the dimension limits, the size of the file exceeds the limit allowed for regular users.

    When you upload an avatar, you would regularly see this message somewhere on the page:

    "The maximum size of your custom image is 130 by 130 pixels or 41.0 KB (whichever is smaller)."

    The limit is 41.0 KB, looking at the properties of the image you want to use; it's 49.86 KB in size, way too big to use. If by some chance you can reduce the size of the image, then you may be able to use it. Otherwise you'll have to use another (smaller) image.

    As for your second query, you will need a program that allows you to implement image transparency (ridding of the white background). Try programs like GIMP, Microsoft GIF Animator, Animagic, Photoshop, etc. They can usually do the job for you.
