Need help with transfering onto a DSi

Hey guys, I have a question. My 3DS broke so I've been using a DSi and I want to transfer Pokemon Black from a ROM website onto my DSi. Plus I'm at school where everything is blocked because I don't have computer access at home. Is there any way to do this at school? Any suggestions are welcome. Thanks.
