There's no way to get a surfing Pikachu because you need to erase all the HM of a PKMN in order to transfer it.

That's right. The only way Pikachu can get Surf legally onto D/P is from PBR.

I do have a Wishmaker Jirachi though. Also wondering if you have shinies (doesn't have to be anything fancy, even a Bidoof or Tentacool will do)
