Thats basically what Crystal was, the third installment of Gold/Silver. The main difference: Suicune (pre-empted battle), was a good idea, however still having to find the other 2 was still anoying. :(

Until we get actual word from Gamefreak/Nintendo, you can't state stuff like that as fact, unfortunately.
