Youngster Joey.

We went to the Pokémon World Championships a little while ago, and of all the cosplayers we saw that day, my favourite was easily the Youngster Joey I saw, complete with hat, yellow shirt, and a giant sign that had his dialogue on it.

10/10, A+.
