They share some characteristics. I think the second stage evolution assuming the rumor is true will grow on the characteristics.

That's not the only reason it's not considered one. Dragonite, Tyranitar, Metagross, Salamence, and Garchomp all have 600 as their base stat totals. Slaking's is actually higher, I believe it's 670.Well some people say Slacking isn't a pseudo due to it's lack of duel typing ( I'm not counting it's special ability as we have Regigigas a legend with a horrible Special ability too), so If Kibago is our new pseudo and is pure Dragon than maybe Slacking will rise to Pseudo too :D!

Well I think it should just be a term for powerful pokemon...but that's me...^well guys it says pseudo-legend is a fan term, meaning Nintendo has nothing to do with it, and its not official, just a title for overly powerful pokemon.
But I will tell you why its not pseudo legend:
ITS EASY TO OBTAIN.
Dratini (barring the coin one) is extremely hard to find in the safari zone
Larvitar is locked up in the final dungeon of GSC as well as hard to find and 8800 coins in Crystal
Bagon is locked up in a small room in a large area with a low encounter rate.
Beldum requires youto beat the Pokemon League to get it
Gible is hidden away in a cave that you enter under a bridge.
That's a pseudo-legend for ya, even tho Slaking is a beast.
Since you're talking in pseudo terms, Slaking's ability is what really makes it not a pseudo. In competitive battle terms, all of the pseudos are either OU or Uber tier. Truant puts Slaking down to NU, and is what hurts it way more in pseudo terms. The other pseudo-legendaries have abilties that help them, not hurt them. Regigigas may be a legendary, but I believe that's more for it's legend more than how it does in battle. Slaking is also not very difficult to evolve to and obtain, unlike the other pseudos, as Ace just said above me before I finished this post. Well a rumor said that it would be pure dragon that's why we are having this debate about what makes a pseudo a pseudo and some think it needs to have two types...I think it should be Rock/Dragon, not pure Dragon, I want combos with mah dragons.

Well I always wanted a three stage pure dragon pokemon to be honest :)I think that's more just following the tradition of the past pseudo-legendaries.
It would be nice to have a change in tradition, but I'd much rather have the bonus STAB on Kibago's evolutions to be quite honest with you guys. ]:

Yeah...I don't usually have flying moves on my Salamence's other than fly...which I rarely use...I agree. A Dragon only psuedo legend would be awesome. I mean the Flying typing does nothing to help Salamence and only grants Dragonite access to Roost. In reality it's more of a hindrance.
And yes I would consider it a Psuedo legend if it only had one type. It's a fan made concept and honestly I think people know what Pokemon I'm talking about by just saying, "Fifth Gen. Psuedo Legend."
