Lol wut? Pokemon doesn't have rules that way. It has traditions, patterns, but not rules.

Pseudo Legendaries are defined based on their base stat total.

Here is Bulbapedia's definition:

Pseudo-legendary is a fan term commonly used to refer to any Pokémon that has a three-stage evolution line, two types, as well as a base stat total of 600. The term originates from the Greek verb Pseudo, which means to lie. Pseudo-legendary Pokémon are often more powerful than other non-legendary Pokémon, possibly due to their high base stats, and often have a high Attack stat.

Anyways, the rumor the Kibago will evolve into the On..scorpion thing...

They share some characteristics. I think the second stage evolution assuming the rumor is true will grow on the characteristics.

That is Bulbapedia's definition of a fan made concept. If Ononokusu has the same base stat total as the others, how likely is it that it won't be counted because it's pure Dragon, compared to the definition merely being changed?

Personally, I think the definition getting less restrictive is far more likely.

He would be far less destructive if he were just one type.

Well some people say Slacking isn't a pseudo due to it's lack of duel typing ( I'm not counting it's special ability as we have Regigigas a legend with a horrible Special ability too), so If Kibago is our new pseudo and is pure Dragon than maybe Slacking will rise to Pseudo too :D!

Not really. So he won't have two types to have STAB, so what? No competitive battler with any sense of what they're doing would say only STAB moves are important. Look up some movesets online - please.

You arent really helping your point if you are a condescending jerk about it.

That's not the only reason it's not considered one. Dragonite, Tyranitar, Metagross, Salamence, and Garchomp all have 600 as their base stat totals. Slaking's is actually higher, I believe it's 670.

That's true, though I think that I read somewhere that a Pseudo requires two types :(
Edit: here it's from Bulbapedia :

^well guys it says pseudo-legend is a fan term, meaning Nintendo has nothing to do with it, and its not official, just a title for overly powerful pokemon.

But I will tell you why its not pseudo legend:

ITS EASY TO OBTAIN.

Dratini (barring the coin one) is extremely hard to find in the safari zone
Larvitar is locked up in the final dungeon of GSC as well as hard to find and 8800 coins in Crystal
Bagon is locked up in a small room in a large area with a low encounter rate.
Beldum requires youto beat the Pokemon League to get it
Gible is hidden away in a cave that you enter under a bridge.
That's a pseudo-legend for ya, even tho Slaking is a beast.

Well I think it should just be a term for powerful pokemon...but that's me...
Well I guess it can be pure dragon and pseudo it'll be our first dragon type pseudo without a 4x weakness against Ice, and our second pseudo after Metagross without a 4x weakness :D!

I think it should be Rock/Dragon, not pure Dragon, I want combos with mah dragons.

Anyway dug this up on bulbapedia.

Among Pokémon commonly mistaken for pseudo-legendaries are Slaking, Flygon, and Aggron. For one reason or another, these Pokémon do not fit the criteria of those above and so are not pseudo-legendaries.
  • Slaking, though not a pseudo-legendary, has the highest base stats of all non-legendary Pokémon and one immunity, to the Ghost-type. However, it lacks some factors: a base-stat total of 600 and a secondary type. Slaking is also hindered by its ability, Truant, which is likely the reason for its high stats.
Lol my post count right now is the same as Slaking's BST.

Since you're talking in pseudo terms, Slaking's ability is what really makes it not a pseudo. In competitive battle terms, all of the pseudos are either OU or Uber tier. Truant puts Slaking down to NU, and is what hurts it way more in pseudo terms. The other pseudo-legendaries have abilties that help them, not hurt them. Regigigas may be a legendary, but I believe that's more for it's legend more than how it does in battle. Slaking is also not very difficult to evolve to and obtain, unlike the other pseudos, as Ace just said above me before I finished this post. XD

I kinda want Kibago to gain a secondary type. The extra STAB is always nice.

Well a rumor said that it would be pure dragon that's why we are having this debate about what makes a pseudo a pseudo and some think it needs to have two types...

I think that's more just following the tradition of the past pseudo-legendaries.
It would be nice to have a change in tradition, but I'd much rather have the bonus STAB on Kibago's evolutions to be quite honest with you guys. ]:

Well I always wanted a three stage pure dragon pokemon to be honest :)

I agree. A Dragon only psuedo legend would be awesome. I mean the Flying typing does nothing to help Salamence and only grants Dragonite access to Roost. In reality it's more of a hindrance.

And yes I would consider it a Psuedo legend if it only had one type. It's a fan made concept and honestly I think people know what Pokemon I'm talking about by just saying, "Fifth Gen. Psuedo Legend."

Yeah...I don't usually have flying moves on my Salamence's other than fly...which I rarely use...
Though Dragon/Rock is pretty cool too...
