    I was looking up all the last, say 20 Pokemon for D/P on Serebii and 1 of the Pokemon, which would be a legendary as there is only one, is located "Old Chateau TV". Now when you go up to the TV and press A, it says the TV feels awkward, as if it's staring. Do you have to beat the E4 1st for this to work or is it just on a random day as a random encounter that this Pokemon comes out. It's name is "Rotom" and can only be caught at night, which is when I went there. Is it at a random time or do you have to defeat the E4 and become the champion, just like not being able to go to North-East Island and Full Moon Island until you defeat the E4.

    I know it's only Lv15 but I want the Pokeradar, I have to see 9 more Pokemon until I've seen all up to Palkia.

    This a very old info. Anybody knows about the Rotom not bieng a legendary cause it's breedable and can be caught any time at the TV especially at night(Me had done it myself.) And please make your work sensible and add quotation marks. Sorry for the bad comment.
     
    The thing is, when I went there at night, between 8pm at 3.59 pm, nothing happened. It still comes up with the message. I didn't quote it because I can't remember what it says but you guys get the idea. is my game, uhm, broken or am I doing something wrong.
     
    Rotom isn't in the Sinnoh dex. You need to beat the E4 before you see it.

    It's not one of the twenty you need.
     
    So far no-one has answered correctly. You need the national dex, not beat the elite four or team rocket, but get the national dex.
     
    The problems with Rotom (which I have) is when you get it,it's level 15 and some people call it a legend and two who would want a electric/ghost bad enough most legends have werid type(s).

    The Pokemon that fills the spot before Uxie in the Sinnoh Dex is Weavile, not Rotom. Rotom fills the spot before Uxie in the National Dex.
     
    YOu don't need to beet the E4 just see all 200 pokemon which is esay but you have to go to the E4 to see Spiritomb or catch it (which I would say is harder). Rotom is the ONE pokemon that most people get confused about as it is not in any dex exept the nationaldex. Although it is rubbish (and always will be) there is something about it that makes me like it (and it is really hard to catch even in an ultraball). No matter what you do it is bloomin' hard to catch, I wasted all but one of my ultraballs on it then gave up and used the one masterball I had (Palkia was easier to catch in an ultraball). The easy part is battling it XD. I can't really remember what it knew but it was rubbish And at level 100 it can be beaten by a lvl 89 (as I tried over the WiFi).
     
    No you have to beat the elite four, otherwise you are not offered the national dex. You have to do both
