You need to kill all the roamers, including Lati@s. Then you won't advance frames at all. Beating the Elite Four will bring them back, so don't worry.

@AngelXavier You can't call that a Nidoran with Stellar IVs if the stat you need a 31 in doesn't have one.

Kinda late to the game here, but my opinion is Spheal(more of a Christmas but w/e) or Wurmple for Dustox and Beautifly.
