EV's - Using Action Replay, otherwise, none.
IV's - Action Replay, The Judge in Battle Tower (only tells the highest IV's and "judges" it.)
Hidden Power - Celadon City Price Exchange Building
 
Assuming your pokemon has no EVs on it (aka you never had it in battle), you can take it into a lv. 100 Wifi battle, record its stats and plug it into an IV calculator. The calculator will figure out its IVs for you and usually tells you what hidden power it's got.
 
I agree with you Alternative, but that isn't my case. I don't care tiers, Gastly was my first tought since i was trying to RNG abuse. I mess the last part of your guide (DPPt guide), but this afternoon that little Gastly would be ready.

That's a good point and a bad point, all depends of the circumstances, anyway i have a question to ask. I did it99% sure the step one and two of Alternative's Guide correct. Now the third one is the problem. I found my seed, change the date of my ds, do the flip pages, collect the egg without NPC's movement and still i don't get the flaweless pokemon, what i'm missing?
