If I breed a flawless Charmader with flawless Ditto, its not certain the egg will be another Flawless Charmander, is it?

Lolno.
When breeding a Pokemon, both parents have a chance of passing down up to three IVs from both parents together. You may get some stats with an IV of 31, but you most likely won't get all of them.

I'm breeding and catching a lot through RNG method, but what differences are there with a 31 and a 30 IV? I'm just as happy to get 30 on an IV, especially some Pokes need a specific Hidden Power Type.

Just a 1 point difference. Say you had two Pikachus. One has 31 IVs in SpA and the other had 30 in the same stat.
Their stats would look like this:
31 Pikachu: 51
30 Pikachu: 50

That's all there is to it.

Can anyone tell me how to make eggs hatch faster without AR?
Riding up and down Goldenrod is really getting annoying

Get something that has Magma Armor or Flame Body. I really use it and keep going up and down Goldenrod. I found a good spot that gives 190 steps per lap. Sooooooo, in around a couple of minutes, I can hatch an egg.

Are you RNG breeding for shininess?

Flame Body? I think I have a Ponyta or Rapidash with that, ill have a look

Nah, Ive given up on RNG for now, my elm calls never matched up, and it was frustrating me. But I signed up for that Christmas breed thing, so ill be giving it another shot soon

EDIT: I was wrong about Ponyta and Rapidash it was Flash Fire
Where can I find Magma Armor or Flame Body?

2nd Edit: Nevermind, Magmortar has Flame Body

Yep. Magmortar. :D
If you need more help in RNG Abuse, don't hesitate to hit me up.

Well then I do have a question
The time that the RNG program gives you
what exactly am I supposed to do at that time, cause i think that what im doing wrong.
Is it start the DS, Start the game, Hit continue to enter the game, or start calling Elm?

If you did your delay, then your seconds should be around the 15 second mark. This time is when you should hit continue.

But it's not much of a difference, right? Damage calculation-wise I mean.

One of more season battlers would have to answer that.

Start the game and mash the A button as fast as you can. From there immediately call Elm to see if you've hit your delay.

The time that RNG Reporter gives you should be the your DS date. Pikatimer instructs you to set x minutes before your target time as you both press OK and START on your DS and Pikatimer respectively.
1st Timer = Start game from DS Menu
2nd Timer = Hit Continue from Game Menu

Say my Calibrated Delay is 432* and may wanted delay is 717...
*432 because I'm using a different method for my DSi.

Pikatimer should look like this
Calibrated Delay | Wanted Delay | Calibrated Second | Wanted Second
432..................717...................14........................50

First Timer Second Timer Minutes before Target
31.25 ........ 18.75............ 0

As you press start on Pikatimer, you also have to press OK to confirm time on your DS AT THE SAME TIME.

As the first timer turns 0, you have to load up your game at the same time.
...2nd timer turns 0, you should have hit continue from the Game menu.

As you enter the game, open up Pokegear to check for elm responses.

That one point in IV doesn't matter too much in def/att/spA/spD. In HP and speed, it does matter though. Speed is obvious. HP though, it'll determine whether or not you'll be able to create 4 substitutes or 5. I don't really use sub so that really doesn't matter much to me. >.>

A single IV in those stats can actually determine if you survive or get KO'd by a move....

Considering the damage percentage range of each attack, based on attacks and defenses of variables, negligible in my eyes. You get KO'ed, you get KO'ed. You survive with 1 HP, you PO your opponent.
