That Depends On If You Have Beaten The Pokemon League
If You Have Ruby Or Sapphireyou Should Have Groudon Or Kyogre
And You Should Not Have Rayquaza Because You Catch Him After The Pokemon League.
If You Have Emerald You Should Have Rayquaza Because You Can Catch Him Before The Pokemon League But You Can't Catch Groudon Or Kyogre.
