Moltres isn't in Victory Road, he's at the mountain on One Island.

The game developers moved him there without explanation.
 
Wait, but what game are you talking about? If it's Fire Red or Leaf Green, yeah, it's in One Island, and you posted this thread in the wrong place. If it's Red/Blue/yellow, then you have a problem :\
 
Also, just to put my five cents in ;)
If you are playing pokemon gold, silver or crystal he wont be there. Actually, hes not in the game (if you dont trade.)
If its red, blue or yellow then I dont know.
If its FR/LG then he'll be on one island like Heatran said.
