In a word: yes.
There will be surely online play; you'd be able to trade and battle with people via Wifi, along with features like the GTS and Wonder Trade, I imagine, just like in X&Y. The only difference is that ORAS may have more wifi stuff than X&Y (e.g. if it has a Battle Frontier, or if Contests/Pokeblock making has wifi support as well).
Every other game released in the same generation as others (e.g. B2W2 with B2, HGSS with DPPt) has the same base wifi capabilities and features, and the games are rated (at least in Australia) 'PG - Mild violence, Online interactivity', so there's your confirmation (just look at any retailer website and their page for the games).
