Depending on the individual tier, the benefits include: blogging privileges, bigger avatar, bigger profile pic, bigger PM inbox, access to VIP section of the forums, and PC email address.

As far as I know, the only benefit from tier 5 to tier 6 is group blogs (where you can invite other people to be able to post in your blog) and maybe a bigger PM inbox and profile pic. Not too sure though. :P

I've found the option to have a group blog and I'm not tier 6. Or is it visible but useless to those of a lower tier?

Of course. I think Paypal calculates the exchange rate for you so you know how much a certain tier would be in European currency. :P
