Yup, pikachu somehow gets reset to lvl five, and at the end of the reigon he's lvl 100.

Well, in the start of Hoenn, Pikachu did lose his memory for a bit... but he also got it back. heh.

Maybe Pikachu just doesn't try his hardest, ya know... to save Ash's humoungous ego.
