Okay, so I restarted my Ruby version after a few months of not playing it, in order to prepare myself for Emerald, stupid, I know. Anyway, I got away from my basic... catch Ralts etc. pokemon team, and switched it up a bit.

Please Rate and give me item suggestions. Thanks.

Don't lower it's special stat by Overheat. Or use this or Flamethrower, but don't use two attacks of the same type. This goes for the other two attacks, too. Switch Overheat/Flamethrower to Sludge Bomb and Body Slam/Strenght (I suggest to replace Strenght) to Curse to raise it's defense and attack cause it already has a very low speed.

Dragon Claw

Sunny Day
Solar Beam
Two attacks of the same type... again. Switch Sunny Day to Thunder Punch and Solarbeam to Crunch or Brick Break maybe.

Breelom:
Focus Punch
Return
Giga Drain
Cut
Cut doesn't make a very good damage so you need a better attack than that. As for Focus Punch, you'd need Spore in order to use it well (but only Shroomish can learn Spore at lv.54). Maybe switch F-Punch to Brick Break/Mach Punch/Sky Uppercut. Return and Giga Drain are fine.

Azumarill:
Ice Beam
Rock Smash
Water Pulse
Surf

Azumarill has very low stats, I think, and even with a strong moveset... it isn't at all powerful. What you'd need is maybe a Sharpedo or a Wailord. Sharpedo moveset: Crunch, Slash, Taunt, Surf. Wailord moveset: Rest/Earthquake, Waterspout(if you make it learn Rest)/Surf, Ice Beam maybe and filler.

Swellow:
Fly
Aerial Ace
Wing Attack
Steel Wing
Whoa! 3 attacks of the same type!! Replace Fly with Agility and Wing Attack with Double Team.

Absol:
Hyper Beam
Slash
Aerial Ace
Shadow Ball
Aerial Ace, Slash and Shadow Ball can stay, but REPLACE HYPER BEAM with Swords Dance!

Well, your team needs a lot of improvement, since you have both Sceptile and Breloom and you should have maybe a Manectric or a psychic pokemon in your team, cause Breloom isn't very powerful without the F-Punch/Spore combo and having 2 grass types in the same team isn't such a good thing. As I said, switch Azumarill to Wailord/Sharpedo or any other powerful water pokemon like Starmie for example. As for Absol, I think it's powerful enough, it doesn't need to be switched to Zangoose.
I'd rate your current team 8/10 because they had 2-3 attacks of the same type, instead of having powerful attacks of different types. Well, you decide if you use the movesets I posted but I think that this team will need even a little training, so good luck.

Azumarril has Huge Power, meaning its attack doubles when you bring it out. It's like the inverse of Intimidate. AKA- it's actually really good, you just can't use him as a Special Sweeper/Tank. Sharpedo is actually really really really bad. It has high attack and speed stats but his hp and defenses are abysmal. Like ohko by thundershock abysmal. Absol should most definately be switched for Zangoose w/ the same recomended moveset, replacing Aerial Ace with Brick Break as necessary.

Why would Psychic suck on Starmie any more than Surf? They are the same template for Starmie POW 90, ACC 100, STAB, just effective against different things.

You need to diversify your movesets. Two or three of the same type of damage move is overkill. Choose one and replace the other(s) with other types of moves.
