Yes it will. With some HP EVs and Recover, Starmie can survive for quite a while. Don't underestimate Starmie's defensive potential. It can take more hits than you think.

Its up to you, however, the pokemon you listed to replace Garchomp are easily walled by Skarmory, except for maybe Heracross.

Also the on Rapid Spin Starmie should ALWAYS 100% have Surf for STAB, Recover and Rapid Spin as definites and the last move is weather you fear Gyarados in which case use Thunderbolt or Garchomp in which case you should use Ice Beam. I only say this because you put Surf as an option along with Ice Beam, no it is either TBolt or Ice Beam on the last move slot, not Ice Beam or Surf.It should always have Surf.

It's called agiligross...but you need to make those decisions for yourself. If you want to know what pokes to use, there's a sticky above...request a team...we can help with movesets, and I'll tell you that agiligross is AMAZING. In 3rd gen it also pwns...if you use Gross, I'd use agiligross.

alakazam= Pretty good, one of the only specail sweepers whoms specail attack rival the specail def. of bliss, but in ur case I would have to agree w/ anti-pop use agiligross

Electivire=total doom for this team...if steelix is out of the way...watch out! And brick break lol...not on Noir...it can use WoW well, and thunder/ice punches are good, not to mention shadow sneak.

Yes, but then the opponent can switch to a bulky water(Milotic~)to take the EQ and then proceed to finish you off with Surf..

Yes, but it still isn't a counter...you can't rely on having agility up...what if you don't? Exactly...understand?

You can't counter something if it involves killing youself.

A proper counter to a Pokemon has to be able to switch in on the opponent and defeat that opponent while actually living in the end.
