Well, without EVs or Natures, its hard to rate.

Don't use Specs OR Scarf Starmie. Scizor/Tyranitar used Pursuit.

Needs Stealth Rock.

Don't use the move Psychic at all in OU. Its turribal.

2) Porygon-Z is kind of metagame weak to be honest I wouldn't recommend using it.

Instead of Porygon - Z , I decided to add a Metagross

Move set:

Bullet Punch
Zen Headbutt
E-Quake
Meteor Mash

Item : Muscle Band

Who do you guys think I should add Stealth Rock too? Would Stealth Rock on Metagross make sense?

Also, use LO on Metagross instead of Muscle Band, or Expert Belt if you don't like LO Recoil.

Rock Polish, Meteor Mash, EQ, and Explosion or TPunch is probably a better set.

And Gamer is right you need to provide Natures and EVs.
