How would one make a Poison/Ice type Pokemon useful, without making it broken?

It's a strange typing, for sure. Ice as a typing only functions offensively, or defensively only when the Pokemon itself has a ridiculous spread (like Avalugg).
Poison on the other hand barely functions at all. Defensively its resistances are offset by its common weaknesses, and offensively its super effective coverage is much less notable than its resisted coverage.

Regarding utility there's the obvious toxic, toxic spikes, and the usual poison moves. Ice doesn't put too much on offer here.

Weird typing, right? What would you guys do with it to make it something you'd want to use?

Maybe you could give it a new Ability or new move(s) that accentuates the unique type combo. There's a lot of room to be creative with it, you could either use it as a compensation for one of its typing drawbacks, or something that makes it great for a niche role on a team.

It also might help to think about the design aspect of it first and then work that into how it would be used. Poison/Ice is a bit weird to design for as well, but a couple random ideas if you didn't have one in mind already:

    1. A sabre-toothed cat (Ice age, ice type? Same logic as Swinub line), but the big canines are actually poison fangs

    2. Something more abstract based on the idea of brinicles. A brinicle being a hollow icicle that forms below sea ice surrounding an area of extremely salty water. The poison typing could come from the fact that the high salt levels in the brine are toxic to various sea life.

Hope it gives you some ideas at least! Also don't forget not every pokemon has to be the absolute best competitively, unless that's specifically what you were going for.

I actually designed a legendary Ice/Poison saber tooth tiger/wolf for pokemon Valhala(in development), so I wouldn't use that..
