Acctualy, the answer is Porygon, Jynx did have problems for looking racist, but that was fixed with a color chnge. Porygon was in an episode that gave tons of kids seizures, so...

Weedle, Caterpie, Kricketot, Wurmple, and Burmy. BTW, Kakuna, Metapod, Cascoon, and Silcoon can learn it albeit from their previous forms.

New region, as they require the most creativity on the hacker's part. Remakes are cool, yes, but they are mainly all about imating rather than creativity (although I'd have to admit, you have to be pretty creative when comming up with scripts).
