What I know is you need to get the National Dex, beat the Elite Four, and have 60 Pokemon on your Pokedex. Then you need to talk to Celio from One Island Pokemon Center, and so on and so forth... Then after getting the Ruby, give it to Celio and you will receive the Rainbow Pass to go to Island Four, Five, Six and Seven.

theres a difference?? and what exactly does that mean?
 
Oh, sorry, I just said the "get 60 Pokemon" if you don't know how to get a National Dex...

Anyway, which part are you getting confused? BTW, after talking to Celio with the National Dex, a cave will open somewhere if I remember correctly, then in that cave, you will get the Ruby and so on and so forth...
 
well these is the summary....you beat the elite four..if you captured 60 pokes..then prof. oak will give you the national dex containing the data of the national pokes and he will give you a ticket that let you go to 4-7 isle.. well before you beat the elite four haven't you got to 1-3 isle didn't you??
well after the event to 1-3 isle go back to celio and he will give you a mission about the two gemstones and that is ruby and sapphire...

Anyway, before restarting Diamond, I was almost able to complete my Pokedex...
In Fire Red, not yet... Only half-way... I had a hard time collecting some Hoenn and Johto Pokemon...
In GSC and RBY, no. I wasn't really a Dex completer in those games...

What was the best spin-off game in the Pokemon Series?

I'd say Mystery Dungeon was one of the most amusing games. Ranger would rank second, in my opinion.

Like EnirevTux, my all-time favourite is Pokemon Mystery Dungeon, followed closely by Pokemon Ranger. The third would probably have to be pinball, and then, Pokemon Dash. I really like the Mystery Dungeon plot, though it was short, the ending was awfully touching. I'm looking forward to getting Explorers of Time soon! Pokemon Ranger was good graphics wise, but the overall gameplay was too easy in my opinion. Pinball was incredibly fun, but couldn't keep up with the newer games, and Dash was fun when I first got it, but it became very old, very fast. XD;

BTW, I've also heard that Starly, Pachirisu and Munchlax can be starters for Batonnage. Its really cool how they're giving you a wider range of Pokemon to choose. (:
