Yeah, you can vote without signing anything.
You ask her about her relationship with Charmander.

"Well, I was out here travelling around when I found this poor Charmander beaten to a bloody pulp! So, I took it home with me, and nursed it back to health. I came back out here to see if I could find it's owner, and I did!" She explained.

This makes you feel a bit bad about abandoning the Pokémon. You have arrived in Viridian City by this point.

"The Pokémon Center's have rooms that we can rent. You can head on over there. I'm gonna get some shopping done." With this, the girl runs off. What will you do until she returns?

well part of me says "go to the school" to learn how to take care of pokemon, but i think something better will happen at the center
