the encounter rate for pinsir is different depending on where you're trying to find it. your best bet is route 29 where it has a 14% chance of spawning.

that's because you also need max happiness.

I thought it was at max happiness, how can you tell when it's at max happiness because it just keeps trying to evolve into Espeon?

The diference is when it reach Max happiness it will evolve into Sylveon instead. Apparently a pokemon that evolve byy friendship needs to be at friendship level of 170, and max is at 255 so you will need that. Just go and spam grooming, youll get there in no time
 
Just curious, does this game come with a debug menu, or a way to enable debug menu, i just want my pokemon shiny and with good nature, i dont want to have to keep restarting the game to get a good nature

Makes sense since like you can bring high level pokemon from previous regions to newer reigions , i just wanted a shiny party, its what i normally do
