its not a rom hack its a fan game, there is a difference between the 2, there's also a completely seperate section for rom hacks where this would be located if it was, tho judging by this seemingly being your first time here posting you probably werent completely aware of this factor so i apologize if any of what i said sounded rude as it wasnt my intention, for how to download and play, the best place to start for this game in particular would be to read the initial post on page 1 and go from there
