I can't seem to get the good or super rods to work, every time it says oh there's a bite I click A then 3 dots appear and then it says it got away, have no issues with the old rod?

After your second encounter before you get to olivine city, Raikou will now appear on random routes throughout the map, you can see where Raikou is if you check your Pokédex, go to no 243, then check Area. But every time you use fly or change locations on the map, Raikou will also change it's location as well, so you just have to keep checking. If you want to corner Raikou, I recommend studying it's movements. It has a very specific pattern of movement that isn't too hard to follow. I also recommend buying a masterball from Azalea town, cause Raikou will flee first chance it gets.

Did did "use" the stone or did you "give" the stone to him? If you "give" the stone to him it won't evolve you have to "use" it. I hope that makes since.

I'm sorry I haven't reached that part yet,so I'm not much help. Try looking up a walkthrough on YouTube, I'm sure you can find the way.
