since this will be within dev mode you shouldn't need to build it for xbox SDK,
you should be able to build it to UWP and that should work with the free license! :)
it should compile it into a .Appx file iirc if you need more info please let me know!

Building for UWP doesn't work on xbox without the xbox pro license + sdk (tested from a friend).

that's odd, I've never had that issue in the past with unity, only building to Xbox does that for me, but for UWP it doesn't require a xbox pro license. you only need a personal unity license to build to it, you can see from the unity page itself, this isn't a console based development so its not needed, its been confirmed from the staff, hopefully this helps <3 , if you would let me give it a go i would love too but understand if you dont want to open source it,

This can be ported to be played in a wii/wii 2?

This could be partially backported to Wii U (I've have just released a fangame made for that console), but there are tons of technical issues that can't be addressed as Unity for Wii U stopped the support on May 2018 and many features implemented here can't be used in Unity 2017 with NET 3.5.
