Try Lemuroid for android. As for this game, I recommend Lemuroid/Retroarch like the dude above said.
As stated you don't need the Electrizer to evolve Electabuzz, but you should seek one out anyway. It boosts Electivire's Attack and Defense, both by 30%. Wild Electabuzz have a tiny chance of carrying it. Use a Pokemon with Compoundeyes to boost the chance of Electabuzz holding it.How do I get the electrizer? So while the original impression was that the only thing that needed to be completed was Johto and the DLC's English translation and playtesting to make sure it was inserted correctly, which (as stated in the opening post) would have/was originally said to be done within 3 months of the original English release, this shift in focus means that it will take longer for the next English release of this game to be finished.
And again, that's because of the shift in focus. It seems they want to complete the game/the next portion of the game in Spanish, first. (Which they're basically building from scratch, since they don't have vanilla aspects to work off of.) Then, once that's been completed, they'll go back to working on the English translation and playtesting.
We can no longer go by what was originally said and inclined, but by what the current plans/focus has currently shifted to.
