Ah. That'll be right before the 1-2 hurdles of Rock Tunnel and the Pokemon Tower, then.I'm just after completing the S.S Anne ship part.
Having more active Pokemon the party earlier in the game makes keeping them all afloat Level-wise harder. Most of the default trainers use their canon FRLG teams and Levels, but the mini-boss and boss trainers are constantly escalating.
Here's a couple suggestions.
1.) If you haven't already, Thief should be on basically every Pokemon in your party that can learn it. They can steal increasingly valuable items from boss and mini-boss trainers. And even from default trainers, some of them (I notice this particularly from Lasses and Picknickers) will have 1 of their Pokemon inexplicably be holding a Nugget. Steal everything that's not nailed down in battles. There's a guide in this thread that showcases boss/mini-boss trainers held items for their teams. That's a good resource.
2.) Find a boss or mini-boss trainers, the strongest available, and train against them, losing on purpose (and stealing from them) repeatedly until you feel your party is adequately Leveled (and/or kitted out with items like Assault Vests and Eviolites, etc.). There is no money penalty for losing. You'll be sent to the most recently used Pokemon Center. The only downside is that certain boss/mini-boss trainers are more awkward to return to then others. But since they are the strongest trainers available, they make for the best source of renewable experience before they're defeated during this early-midgame to midgame hurdle.
