No sorry the 4 you named are not. But Mew, Lugia, Ho-oh, Deoxys, and Jirachi can be caught through tickets to islands in Emerald!

Yeah I got a female torchic as well. I had to try at least thirty different times but I eventually got one with the nature I wanted.
