He's probably most useful in a fire deck, or decks like Leafeon/Roserade where status conditions hurt, but realistically he could be used in any deck, I suppose.

Since most of the good status hitters are gone this format, he's only a good stall tactic unless you by chance happen to take advantage of his poke-body and stay asleep on your opponent's turn, wake up on your turn, free retreat to a Leafeon, hope that your opponent hasn't switched out by then and attempt to do 50 damage. Not the best, although babies are always a good setup for twins.

As a baby pokemon, it's really only good as a staller, and it's not particularly great. Since your opponent can switch to get rid of the status, can even avoid burn damage with a coin flip, and will most likely have at least 1 pokemon on their turn that can 1-hit Magby, he's by no means the greatest card ever.

As for his art, it's cute and all but a little bland. Also strange to not that he's stanced fairly awkwardly like he's just learning to balance, and doing it in a puddle of all places. What's up with that?

Regardless of whether Umbreon can negate Magby's attack, Magby has free retreat. Magby is much more versatile and outclasses Umbreon in a big way. The only thing holding Magby back last format were pokemon such as Dialga G lvX and SP pokemon in general. Umbreon has a huge disadvantage in this format because of his type, mediocre HP and low attack power, and with the introduction of pokemon catcher in the following weeks to come he'll be completely terrible, but Magby will stay the same.
