pokemon cards with gray shiny dots

    I bought a celebrations 25th mcdonald's booster packs and the cards in the holo version have shiny gray dots, does that mean they are damaged or do they have to be?
     
    This is called "flaking" and is a form of damage, and can occur right in the factory. I've noticed that McDonald's holos are particularly prone to it. Always assumed it had something to do with the grainy nature of their holofoil but idk. Printer may also be more lenient, assuming they use a different printer than the main sets (I know the quality was a bit off during this previous promotion).
