Remember that one spin-off with Nobunaga's Ambition? It's my second favorite spin-off, right after PMD: Sky. Over the last year, I took it upon myself to 100% the game and I'd say I'm about 90% done, clocking at 174hrs played, only a couple of regular warrior perfect links left and a few episodes left. However, I have had Warlords with their perfect links (except for Rayquaza, Arceus and Reshiram) and had a LOT of opportunities to mess around and try various tactics with every one of them. As such, I have made a tier list of how powerful the Warlords are in combat, taking into account both their perfect link Pokemon, warrior skills and the usefulness of a niche if they fulfill one. I don't think this is a perfect list, feedback from other Conquest enthusiasts is much appreciated.

S-tier

Nobunaga has the highest stats in the game and along with the Hero/ine has an absolutely broken warrior skill, not mention both have some of the best Pokemon in the game as their links. Yukimura (also an owner of the "move again" warrior skill) and Kai can solo whole episodes with Guardian Charm if their Links have the ability Conqueror, regardless of the type disadvantage. As long as it doesn't involve capturing Illusio or Terrera, that is. With 3-turn sure-hit, 6 square AoE 5-star Blizzard AND flying, Mitsuhide is THE best farming Warlord in the game, a great defending win condition against ground types and a powerful ally in regular battles. Tadakatsu has access to a powerful 4-turn buff and a 6 square nuke (albeit with a recharge) that hits almost everything in the game for neutral or super-effective damage. Adding fuel to the fire is his unique equip item.
A-tier

Still very powerful Warlords, but not as broken as those in S-tier. Muneshige has strong solo-ing potential, but Brave Bird debuffs break his momentum. Kenshin has a very powerful army-wide offensive buff on top of Mewtwo being among the strongest Pokemon in the game; A+ tier, maybe even S? Hanzo, along with having Gengar (a powerful Pokemon on its own), has a strong warrior skill, giving him stupid range and thus the ability to pick off any enemy from the field that it wants. Kunoichi's skill pairs with Weavile extremely well, allowing for consistent critical hits on up to 3 enemies at once. Lucario is a decent Pokemon, but it's the ARMY-WIDE SURE-HIT skill that pushes Ranmaru into A tier alone. Ina has access to a long range 5-star Hydro Pump, the accuracy problem of which is solved by her warrior skill allowing for some great damage on important targets. Hideoyoshi is here because of his really strong Infernape with solo-ing potential, but with a very underwhelming skill. Ginchiyo has a great warrior skill that combined with Luxray's AoE discharge provides a lot of early battle pressure, but could be a bit awkward to use later without hitting any allies. Yoshihiro is capable of doing some of the highest damage in the game, easily 1-hit KOing almost everything in the game.
B-tier

Nene much like Hanzo has great range thanks to Crobat's Shadow Dash, but has bit less firepower and is a defending win condition in less situations than Gengar. The 1-turn dodge skill is a bit underwhelming as well. Shingen's warrior skill is really good, but Groudon on its own isn't that impressive for a legendary Pokemon unfortunately. Same with Keiji. Masamune has a great warrior skill, but Sky Drop's damage and strategic value really aren't worth the 2 turns and leaving yourself open afterwards. Ieyasu is the best tank in the game. It really is a shame that the tank niche is really bad and the running around and nuking strategies are the name of the game. Kanetsugu has a really nice ability that can pay off if set-up right, but Alakazam tends to be quite frail, making the HP restore part of the skill a bit of a waste. Oichi should be mainly used for her great support skill, because Wigglytuff really isn't that good. Okuni is among the stronger Warlords in B, the army-wide offensive buff is nice and Volcarona is capable of great things once it gets going, but before that it's just alright, not to mention the nasty weaknesses it has. Motochika's skill is a bit mismatched with his Samurott which isn't among the top tier Pokemon to begin with. Masanori is here for Sacrifice-nuclear Crunch memes, but otherwise is nothing special.
C-tier

These Warlords can be either outclassed by regular warriors or just play their respective roles worse than Warlords in higher tiers.Yoshimoto packs a great stall skill (then again, running away is a preferred strategy to tanking), but Forretress just isn't very good when compared to other Warlord perfect links. No can do some damage when her skill is active, but even then, Mismagius will be completely outclassed by Gengar, both in terms of range and damage potential. Kotaro's range buff is pretty good; wall climbing part is pretty useless.If only it could've been more offense so frail Zoroark can justify diving in the enemy rows to make more use of Night Daze's AoE, because Night Daze's single target damage is rather underwhelming. Hanbei's status protection can be very good in certain situations, but isn't very useful otherwise. Kanbei is paired with Chandelure which has access to one of the best attacks in the game, but is hindered by a warrior skill that rarely finds use. Although when it does, it is very very satisfying. Mitsunari's skill is basically like Mitsuhide, but without a partner Pokemon to utilize its full destructive potential, making it a waste. Kiyomasa wishes so much he had an offensive skill to go along with his Haxorus which is otherwise a great Pokemon, but alas, another mismatch. Magoichi's skill is more of hassle to set up than it's worth for the attack buff it gives, but at least Sceptile is a decent partner.
D-tier

Warlords on par or below your average warrior. Ujiyasu has a pretty useless skill and is paired with Gigalith - basically a tankier Tyranitar with less offensive potential and, as we discussed earlier, the game doesn't favor out-right tanking as a stall strategy. When making the list, I was a bit saddened by just how much Aya is outclassed by other Warlords. Her skill is not that special and Frosslass has neither an offensive or defensive niche of its own. The only thing it's really good at is being a defending win condition against fighting types. Motonari has a pretty bad skill and Serperior's damage momentum is gone after 1 attack.
And now we get to the worst Warlord in the game, and among the worst warriors in general, it's Gracia. Future Sight is an attack that is sometimes useful on 2, maybe 3 maps in the whole game. And even then, there are other less convoluted attacks and strategies for those situations. What makes her even worse is the fact that she has an on hit situational warrior skill - and you're not hitting anything - arguably the greatest skill-Pokemon mismatch in the game. So, what we have here is a warlord with a dead skill and a Pokemon that does nothing 99% of the time, not even good at holding banners because it's helpless if any Pokemon comes to attack. If you really want to use her, get her something like a Glalie or just don't evolve Gothorita.
And let's face it, we want to use her because her expressions are priceless.
