I know they sell HS UNLEASHED but are they still selling regular HEARTGOLD and SOULSILVER booster packs and theme decks if so can I get them at my walmart or target

Unless something changed in the last few days, yes. Both walmart and target had booster packs (though there were more unleashed than the regular, but not by much) when I was there last. I'm pretty sure target had theme decks still, but don't hold me too that and I don't know about walmart. Of course different places could be different, but I would say yes, they still have the regular HG/SS.

Believe it or not, Target and Wal-Mart usually have the boosters for the last 4 sets in stock. The theme decks are usually only for the last two sets, but the promos boxes vary substantially. I've even seen a couple from some EX sets still.

They are still officially being printed and sold. Series dating back even to the ex-era, though no longer in print, are still being sold. It will be quite a while before heart gold soul silver boosters are no longer sold in stores, probably a couple of years.
