Yeah, that's the general idea. For instance another Gym leader has Rock/Grass Pokemon so if somebody trees to just use a water Pokemon to take out each of the Gym Leader's Pokemon, they'll get KO'd by the Grass Pokemon. The same will happen if somebody thinks a fire Pokemon will get them the badge they need, they'll get slaughtered by the Rock Pokemon. It makes people evenly train different types of Pokemon.

This game is something I am goin to get, in fact if I don't get it I will scream my eyes off its that good!
 
I know nothing about Game Dev., and you'll never catch me in any other thread in Game Dev., but I think the Gym Leader dual types is a good idea =3 It's a cakewalk with the official games 'cause I just train them up and take them out with brute force anyway, being a lazy n00b xD
 
Look really nice, just out of curiosity: how far is the CBS(If you are creating one on your own)

Also, what kind of systems will there be in the game, don't know if you already posted that though.

Very nice mapping, I like it.
Although I think you should extend the brick tiles just one more tile to the right.
