No, you'll receive them at level 1. I have to level up their parents so they won't learn accidental moves.

If you defeat the Elite 4 and get the NDex, then you can find on the March Channel Hoenn Sound and Sinnoh Sound which lets you see certain Pokemon during certain days.

No idea why that might be happening. I'm offering an array of Pokemon, no shinies, however. Just ask and I'll reply.
 
ok I have beaten the elite four and have gotten the national pokedex
 
I forgot. It's only on Wednesdays. Thursdays is Sinnoh Sound.
