I'm probably not going to get enough right to join but i'll try, since I consider myself at least decently knowledgable on the subject of Pokemon. (I tend to absorb useless trivia rather than useful information)

Not sure exactly, but Magikarp is a strong contender for this

That I don't know, need to clarify that one. I've actually haven't even heard of a proper "evolution machine" so I suspect there might not be such thing as one.

Most likely, it is Jigglypuff, but with such a vague description it could also be desribing Clefairy as well

In the game, if thier levels are the same, its techinally impossible for a Magikarp to beat a Gyarados. The only real way it would be possible is if the level distance was massive enough and I'd need to test this to see if that is possible.
7.Name the pokemon that Dragon/flying and uses Dragon rage.
As Dratini can learn Dragon Rage. I'll go with Dragonite. My knowledge about dragons is very bad through. Note that even it the Dratini line doesn't learn Dragon Rage naturally, it was available as a TM in R/B/Y and with the Dratini line being the only dragon type in that generation, theorically its is correct since you only "uses Dragon Rage". If its a question to do with the anime, i'm not going to know the answer since the land down under is behind the US and Japan and I always seem to miss episotes.
8.Name three pokemon Prof.Oak had and 4 for a bonus.
I only know of one definite. Dragonite
9.How does Latias change into a different form?
Well, I'm just lucky that the OP memtioned something about that when asking to join a certain club, otherwise I wouldn't know. By the use of light. It can refract the light striking it. (If I wasn't in that club, i'd wouldn't have a chance in hell, since I haven't seen many of the movies)
10.What color is shiny mew?
As I'm not one for shinies this I don't know...It would also be cheatoing if I looked it up as well.
BONUS!!!What is different about pokemon rangers than trainers?
If you are referring the the "Pokemon Ranger" rangers and not the trainers found in certain areas of R/S/E and D/P, theres a few differences. The major one i've noted is that despite that they both do capture pokemon, a rangers method of capture is vastly different and only allows to call on the pokemon for either a short period or once. After that the pokemon is free again, while a pokemon captured by a trainer is tied to the capturing device (the pokeball) permanently unless it is broken or if the trainer chooses to release it.

My final analysis: I'll probably score an fail and only get 4 or 5 right.

Asides from the three Kanto starters, there was Dragonite from the Mastermind of Mirage Pokemon and Pidgey with he used in one of the Chronicle series.

Never seen the movie so I don't exactly have an idea behind this. All I know is that it becomes human form.
10.What color is shiny mew?
Blue, I remember from seeing one before in a video and it looks cute too.

Rangers use their "capture" machines to temporarily take control of Pokemon for their help with situations and trainers capture Pokemon to use in their team for battling purposes usually.

Depends. Magikarp is claimed to be exceptionally weak until it evolves. It can, however, use attacks, unlike Metapod and Kakuna. I mean, those two just sit there waiting for evolution. Magikarp can at least use Tackle. But then Bugsy's Metapod could move...

A week after building it. And only after a good evolution can the machine turn into a mecha. xD

Jigglypuff! Of course, that's only in the anime. Wigglytuff, Clefairy, and Clefable can all put enemies to sleep. And they're all cyute! :3

If it's defenses are high enough and it uses Flail. And tackles Gyarados a lot. xD

Gyarados learns it naturally. Altaria learns it as an Egg Move (I think). And Dragonite learns it naturally.

Charmeleon, Dragonite, Pidgey, and...argh. Don't remember the last one.

It shimmers and just changes. Yeah, about as descriptive as I can get.

its a dragonite..since dratini can learn dragon rage.. if you keep it untill it evolves into a dragonite it will have it (in english that means that a dragon/flying type pokemon will have it) and gyrados's kinda count as a dragon flying type.. not really tho but in some cases people think it is so if it does count as one a gyrados can learn it too

well he had charmander, squirtle, and bulbasaur. (he also had pikachu wich he gave to ash) but if those dont count there was a dragonite, and a charmeleon (from when he was a kid in pokemon 4 ever)

through light... it uses any kind of light and refracts it too look like something else (or something like that.. not realy sure)

well from my knolage they are a pokemon trainer / police like people.. they dont train pokemon but instead the capture them..
pokemon rangers try to keep pokemon safe and say if a forest was on fire they would rescue all but the water type pokemon..capture the water types and use thier power to put out the fire.. then they realese the pokemon so that they can go back to thier normal status (well kinda once again i'm still not sure about that part but i am sure about everything else).. also if a pokemon is in pain (like one time a deoxys was) they would try to capture the pokemon to help it (since capturing helps it only a little) then makes it use a recovery move.. if the pokemon does not have one and there aren't any other pokemon with one they treat it with medicins (again not so sure). they need to capture the wild pokemon to make sure that it knows that they are friendly and that they dont run away.. as for pokemon trainers..well you know what they do.

The Pokemon Rangers protect the people, pokemon and nature. They use their capture stylers to create a bond with the pokemon(the trainers use their pokeballs) and they must release the pokemon after the mission. The Trainers on the other side have the goal to obtain 8 badges and enter the Pokemon League(you can call the selfish).
