i read serebii.net about the mansion but when i talk to the master of the mansion and go back into the backyard he wasn't there. I don't know is it because it was night... do they have a specific day he comes out? because i really want an eevee...

...I had the same problem. I think you need the National Pokedex first, since there are Non-Sinnoh Pokes involved. I haven't verified that, though.

Just to confirm, you do need the National Dex.

I was trying this without the ND before as well.

Some of them appear when you've got a GBA game in your DS, some are only found by Pokéradar.
You'll also be able to access the island with the battle tower where there are also a lot of them.
