    I need help with my uu team i have won battles before and need a phaser bad but besides that i believe this is an ok team. Thanks alot

    I'd replace Dragon Claw with Outrage on Flygon, Substitute with Swords Dance on Heracross, and maybe replace Stealth Rock or Spikes with possibly Toxic on Deoxys D, hope that helps there.
     
    if you are going to replace something with toxic for deoxys, replace night shade; it needs both hazards.
     
    For Hitmontop, it's better with max HP and max Defense since its Special Defense is high enough already. It's doing too much in one set. Mach Punch and Fake Out are better suited to Technitop. Try this out for a bit more consistency:
    -Rapid Spin
    -Foresight/Toxic
    -Hi Jump Kick/Close Combat
    -Sucker Punch/Stone Edge
    Nature: Impish
    EVs: 252 HP/252 Def/4 SDef
    Item: Leftovers
    Ability: Intimidate

    Chandelure needs all the power and Speed it can get (4 HP/252 SAtk/252 Spe)

    Use Fire Blast or Fire Punch over ThunderPunch on Flygon; the only thing noteworthy that ThunderPunch hits hard is bulky Waters. As stated above, use Outrage over Dragon Claw; you can always switch to cure the confusion and Choice Pokemon aren't meant to stay in for long.

    Use max Attack and max Speed on Heracross.

    You already have a bulky Psychic in Deoxys-D, so I think Cresselia should be replaced with something else, like, say, Togekiss. It's still bulky:
    -Thunder Wave/Body Slam
    -Air Slash
    -Roost
    -Aura Sphere/Nasty Plot
    Nature: Calm
    EVs: 252 HP/56 Def/200 SDef
    Item: Leftovers
    Ability: Serene Grace
