4th Gen Pokemon Platinum wont letme find Heatran HELP

Ok So Ive already gone through the whole team galatic scene.
Then I went to the Battleground and Beat a Gym Leader

Now I go to Stark Mountain Again and Heatrans Still not there!
WHY?
