Under today's standards, if the older Pokemon games ever get re-released in Japan in the future, they might get rated C over there. The reason: the Game Corner, the place where you physically bet money and try to win junky prizes, which is something I consider real gambling. From what I know, games released in Japan today must earn at least a C rating by CERO if it contains any form of gambling, since there are no B rated games with gambling that I could find. I believe this would be done in return for Europe's updated terms.

According to this source, any games that happen to "encourage or teach gambling" always get an 18+ rating in Europe. This only refers betting or gambling for money normally played in casinos, but not games where betting or gambling is simply part of the general storyline. And since Japan also doesn't allow real gambling in their games today, if the Game Corner remains intact, that clearly will earn the Pokemon games a C.
Now, you don't have to believe me, but these are my instincts since I'm more aware of Japan's rating systems than those who were born Americans. But as far as I know it, games rated 18 in Europe would never earn an A or B in Japan.
