At first I tought it was Slaking.
But now I think it's either a Legendary or a Ghost Pokemon.. Or both.
so is it Dusknoir or Rayquaza?

OMG I think I got it!!!

Is it... ABRA???

Abra was the first Pokemon in an alphabetical list, until Abomasnow came along! Abomasnow is from generation 4. Cardboard refers to a trading card, and on one of Abra's cards, it is leaning against a tree. Obviously, Abra can't learn Surf, and since it teleports from battle right away, it takes a long time to capture!

EDIT: Here is the card in question. I remembered about the card because I have a huge collection of the really old Pokemon cards. Since this one is really common, I had seen it many times!

My Cardboard was the rarest in every city
It was made by my friend from Geico
And people searched for it high and low
It was mainly seen,not in a pack
but when they struck my Bro and he struck back.
