I guess Beautifly. It makes sense cause you only get if you, by incident, get a silcoon, and it has a igh pitched cry in the games. Its a bug types with feelers

I am guessing it is Gothita.

It is a third of an evolution, though I don't know how incidentally comes into picture. Of the three, only thita's eyes look at you somehow. You can choose between Black or White, but only in Black can you encounter it.

Invisible? No idea. Y is rare. Y is the male chromosome, and seeing as it appears as 25% male, it is definitely rare. Also, Thita is classified under purple.

I think it might be Gothita, it's exclusive to Black and I play Black.

It does have a squeaky cry.

Y is male chromosone, and the Gothita line's gender ratio is: 25% Male, 75% Female

It mentions staring with its eyes and ribbon-like feelers.

And it (along with its evos Gothorita and Gothitelle) is classified as Purple in the ColorDex.

What is blue, what is black, It's black and has blue fire
What can you put forward but never put back, Not actually too sure on this one - perhaps you put forward spirits, but it absorbs them and burns them so you don't get them back?
What is in the air but never flies, It floats like it's tethered to the sky (like a chandelier) but doesn't fly
What doesn't seem to die? It's already a ghost type - it can't die twice

You can put shuppet forward by evolving it, but it has no previous form. Also, it is driven forward by revenge but you cannot do anything to tear it backward from its path.

It was supposed to be a puppet/toy that was abandoned by a child; someone tried to "kill" it. However, it didn't die then and now is a ghost type pokemon which one would not expect to die.

Hydreigon? It's blue, black, levitates but doesn't fly, and it's based on a puppet, and a dark one, so it doesn't die.

It is a Psychic type, I guess...

Wild guess but... who knows? It may be correct.

ELGYEM

It is blue, and found in pokemon black. It also has black lines on its head.

"what can you put forward but never put back,"
You can push it forward all you want, but you will never push an elgyem back into space. Its evolution alters memories, so you cannot remember where it came from, which may be another explanation for why it cannot be pushed back.

"what is in the air but never flies,"
Elgyem is always levitating.

"what doesn't seem to die?"
The myths and legends surrounding aliens never die out.

"I signal people, without being seen."
In the anime, it alerted people to danger by giving them visions. It can use telepathy to signal people as well.

"I represent something, without needing to explain."
It clearly represents an alien and another civilization in the stars. There is no need to explain this due to the information surrounding its mystery provided by the pokedex. It is also unable to explain due to its extraterrestrial linguistic knowledge.

"I am not deep, but I always see what is in front of me. "
It is not deep in space. It seems in the anime to have the ability to predict the future and thus see what is in front on a time spectrum. It can also learn miracle eye, a move tied to sight and seeing.
