Yes it is Corphish, next riddle:

I have eyes, although sometimes, it's hard to tell.
I have arms, although sometimes, I will not have them on me at the moment.
If I am still, it is easier for me to attack.
If I move, circles can be found.
 
I think it's Poliwag and here is why:

Poli is normally spelt with a y and not a I

Aww... I can't post a riddle until I've answered five? How sad.
Better start answering riddles.

My guess is Registeel.
Reasons:

I have eyes, although sometimes, it's hard to tell.

The dots on Registeel's face have both been referred to as eyes or simply markings, making it somewhat of a debate whether it has eyes or not.

I have arms, although sometimes, I will not have them on me at the moment.

In one version Registeel had to have an edited sprite because of controversies over it's arm looking like the Nazi salute. The arm had to be taken off and redrawn.

If I am still, it is easier for me to attack.

Registeel can learn the move curse which will lower it's speed and raise it's attack. By being slow, or still, Registeel is better able to fight.

If I move, circles can be found.

Registeel's footprints are circular.


Seems like an out-there guess... but I try.
I do have two other guesses... although I have no explanation for the circles for these two.

I'm protected from conditons and slowpokes.
I can not be found in the wild.
But I was once found in the grass.
I am ancient yet I am new.
 
It's gotta be Tangrowth. It can loose its arms without feeling pain, it evolves when it knows ancient power, it has vines over its eyes, its footprints are circular, and one of its abilities is leaf guard.

I don't know how about the 'not found in the wild' bit since it can be, but everything else fits.
 
Kabuto

It is a fossil pokemon (ancient) but new to pokemon reaserchers

It has glowing red dots which are eyes

it evolves into Kabutops which has arms

it has an abillity named battle armor and a hidden abillity called weak armor

since Kabut is "extinct" it can't be found wild, but was LONG ago found in the grass

when it moves you can see it's eyes


Kabuto fits EVERYTHING you said = ) (I think)
