2nd Gen pokemon silver: No team rocket in the radio tower?

    There is a guy blocking the way to blackthorn city. I looked up how to get past and it says I have to defeat Team Rocket members in the radio tower, but there are no members there! I caught Gyarados and beat the team rocket with Lance but there are no team rocket in the tower!
     
    Have you defeated the Mohogany gym? You need to beat the gym first :)
     
    I'm sure you need to beat Jasmine as well.
     
    You need 7 badges before Team Rocket attacks.

    If you're having trouble with working that out, I wish you luck with the Ice Path maze after.
     
    Beating a dead horse but I'll still try to explain as elaborately as I can.

    Get 7 Badges, Elm calls you after you get the 7th badge, and Team Rocket should be all over Goldenrod City. Beat the Executive that has a Houndoom (It'll take a while), and the guy shouldn't block your path to Route 44 anymore.
